The School was formally opened on June 1, 1946 and was officially incorporated on February 12, 1947, under registry No. 2562 with Dr Mariano F. Mejia as president of the Board of Trustees.

Marcelo T. Manangan, the first principal of the school has these to say:

" The Red Arrow High School is deeply concerned with the moral and economic rehabilitation to unchain children from the bondage of illiteracy and ignorance and its tragic consequences. A man without education at this point in time is not only a burden and a menace to the community but the same man cannot understand an appreciate fully our precious possession and proud heritage which have been bought with untold sarifice on the part of our forefathers."

On other hand, Dr Mariano F. Mejia, its chief founder, unerringly subscribed to the pronouncement of Managan, when he said:

The Red Arrow High School was founded solely to bring the school to the people of our town so that through it, enlightened citizenry, prosperity would be achieved. Education is likened to water, to fluctify it must descend. Pour vat floods at the base of society and only at the base; it will quietly and constantly percolate and descend, germinating
every seed, feeding every root until the whole area. From the summit to the base, will spring " The Peace, Abundance and happiness to every member of society."
